Introduction
The Educational Leaders Scholarship identifies Prince George’s County high school seniors who have been accepted to a college or university and intend to pursue a bachelor’s degree in Education. Applicants must be students of a Prince George’s County public school, reside in Prince George’s County, and be either U.S. citizens or holders of a permanent resident visa card. Current college students are not eligible.

Award details
Each year at least ten individuals will be named Regina C. Williams Scholarship recipients. Each award provides up to $1,000 to help cover the cost of attending an accredited four‑year college or university in the United States. Recipients are chosen in the spring before matriculation. Applications are reviewed by the Regina C. Williams Scholarship Selection Committee; winners are determined based on submitted materials and interviews, and notifications are sent promptly.

Nondiscrimination policy
The Regina C. Williams Scholarship Foundation awards funds without regard to race, creed, religion, color, ancestry, marital status, sexual orientation, national origin, or physical disability.

Eligibility and application requirements
All applicants must satisfy the following:

1. Recipients are chosen annually by the Regina C. Williams Memorial Scholarship Foundation committee after review of application materials. Academic references, overall academic standing, commitment to the chosen program of study, and other established criteria will be taken into account.
2. Awards are intended for Prince George’s County high school seniors who have been accepted to a college or university and who plan to pursue a bachelor’s degree in Education or another approved field of study. Preference is given to applicants who will be enrolled full‑time in a baccalaureate program beginning in the upcoming fall term.
3. Applicants must be incoming, full‑time college/university freshmen in the next academic year.
4. An application and all required attachments must be submitted by the deadline.
5. The completed application packet, including all supporting documents, must be postmarked by April 30 and received within one week of that date. Late materials or incomplete packets will not be accepted.
6. Awards are intended for use during the traditional academic year (fall through spring) and may be applied toward tuition, fees, room and board, and books.
7. The Selection Committee reserves the right to determine whether an award will be made in any given year.
8. Scholarship payments are generally issued to the recipient’s educational institution and credited to the student’s account. The Committee may authorize exceptions in special circumstances.
9. Relatives of current members of the Regina C. Williams Memorial Scholarship Foundation Selection Committee are ineligible.
10. Recipient selection will be made without regard to race, age, gender, religion, political beliefs, employment status, or any other factor that could constitute unfair or illegal discrimination.
11. Student must be a U.S. or Canadian citizen and must attend college in the U.S. during the scholarship year.
12. Applicant must be currently enrolled in Prince George’s County Schools with an expected high school graduation date of May of the current year.
13. Applicant must be a Prince George’s County resident; proof of residency must be provided.
14. Applicants must be in good standing and have a minimum cumulative GPA of 3.00 at the time the application is submitted.
15. A high school transcript (or transcripts from any other institutions attended) showing cumulative GPA must be included.
16. Applicants must submit three brief letters of recommendation. These should include at least: a letter from high school faculty or a recent employer, and a letter from an adult of the applicant’s choice (non‑relative).
17. Decisions by the Scholarship Committee are final on all matters related to the program.
18. Award amounts and the number of awards in any year will depend on the number of qualified applicants and available funds.
19. If a selected recipient does not enroll in a college or university the following fall term, an alternate candidate will be offered the award.
20. Recipients must provide verification of college/university enrollment before funds are disbursed.
21. The Regina C. Williams Scholarship Committee reserves the right to modify these guidelines annually.

Use of funds
Regina C. Williams Scholarship awards may be used to supplement other financial aid from the recipient’s institution. Permitted uses include tuition, fees, books, room and board, computers, health insurance, and other expenses related to college attendance.
